The ability to save, but not publish, with required fields missing

When components are missing required fields, the error message can be overlooked, especially if it's hidden inside a dropdown menu. This has led to work getting lost and is frustrating for content editors. Suggestion to make it possible to save a page, but not publish it, if required fields are missing.
