Bring back ability to review all search package updates

Scheduled tasks used to be grouped in one summary table which was really useful as we had an overview of all search package updates. Now we can only see each search packages scheduled updates in isolation.

Task queues are frustrating and disengaging

Waiting 10-15 minutes for a manual index to start is really frsustrating - it can be an important update to fix missing //incorrect content, and adding this to the actual indexing time means we stop engaging with the product as much as we'd do otherwise.
